Draw handles SVG as vector and lets you edit the paths. Writer will accept an SVG, but it can re-encode the image as a low-resolution PNG when the document is saved, which is how a crisp icon turns into a soft one somewhere between insert and print. The reliable route is to decide the size first and export a PNG at several times that, then place it.
